Overview

Applications are open for the ARICE Scholarship Program 2026-27 in Romania. The Romanian Agency for Investments and Foreign Trade (ARICE), in partnership with the Ministry of Education, is offering this scholarship. It provides 40 scholarships for the academic year 2026-2027 for international students pursuing bachelor’s, master’s, postgraduate/residency, or PhD studies at accredited state institutions or universities across Romania. The study language is Romanian, and scholars will receive a complimentary year-long Romanian language preparatory course.

Coverage

This is a partially funded scholarship that covers registration fees, tuition expenses (for Bachelor’s, Master’s, and PhD programs), accommodation, medical assistance, local transport (ground, naval, and underground), and a monthly stipend. A free Romanian language preparatory year is also included. International travel expenses are not covered.

Eligibility

This scholarship is open to international students from non-EU and non-EFTA countries. Ethiopian students are eligible. Preference is given to students from non-EU and non-EFTA countries that do not have pre-existing cultural and educational collaboration agreements with Romania. Applicants must have an excellent academic record and academic qualifications equivalent to Romanian university admission standards. They must also fulfill the specific program entry requirements. Citizens of Romania, EU, and EFTA member states are not eligible. Individuals holding a permanent residency permit in Romania are also ineligible.

Requirements

Required documents include an Online Application Form, a scanned copy of your passport, scanned copies of academic transcripts, a Letter of Recommendation, a Declaration of Non-benefit (Annex 3), Identity Documents (Passport, ID, Birth Certificate), a Medical Certificate, an Updated Curriculum Vitae (CV) or Resume, photocopies of diplomas (high school, bachelor’s, master’s, doctorate if applicable), and a certified translation of your birth certificate. Applicants must download all required files (Annex 1, 2, 3) from the official website.

How to apply

The application process is entirely online. Application files, in electronic format (PDF), must be sent to [email protected]. The application period is from May 11, 2026, to June 12, 2026, at 2:00 PM (Romanian time). Incomplete files or late submissions will not be considered. The ARICE selection committee will evaluate applications and publish results no later than September 15, 2026, on the ARICE website in the 'Scholarships' section. Final scholarship decisions are made by the Ministry of Education and Research. Successful applicants will be informed via email, and results will also be published on the ARICE website. The Ministry of Education will issue acceptance/enrollment letters before the 2026-2027 academic year.

Notes

While all academic fields are considered, priority will be given to students wishing to study Economics and Business Administration, Agricultural Sciences, Technical Sciences, and Oil and Gas. The scholarship reflects Romania's commitment to promoting its language and culture through international exchange.
