Funding fully funded Overview
The Erasmus Mundus MAPP Scholarship 2027 is for a two-year Master of Arts in Public Policy (MAPP) program. This integrated master's program is taught at two partner institutions in two different European countries, chosen from a consortium of Central European University (Austria), the International Institute of Social Studies (Netherlands), IBEI (Spain), and the University of York (United Kingdom). The program combines academic study with practical policy work, and graduates receive a joint Master of Arts in Public Policy. There are four mobility tracks: CEU-IBEI (Vienna, Barcelona), CEU-York (Vienna, York), ISS-IBEI (Netherlands, Barcelona), and ISS-York (Netherlands, York).
Coverage
The main Erasmus Mundus Joint Master (EMJM) Scholarship is fully funded and provides:
* A full tuition-fee waiver for the entire two-year program.
* A monthly contribution of EUR 1,400 for up to 24 months, totaling a maximum of EUR 33,600. This contribution is intended to cover living, installation, travel, and visa expenses.
* Health insurance arranged by the consortium for enrolled students.
* Additional disability-related financial support may be available based on individual needs.
Please note that the monthly contribution is not a separate flight allowance, and students must budget for costs such as study visits (approx. EUR 600-1,000), winter school (approx. EUR 600-1,000), and other travel/visa expenses from their available funds.
An Institutional Scholarship is also available, offering a 50% tuition-fee waiver for both years but does not include a monthly stipend. One institutional scholarship is available per study track.
Eligibility
This scholarship is open to applicants from all countries, including Ethiopian students.
To be eligible, you must have:
* A recognized bachelor's degree of at least three years from an accredited university or institute of higher education.
* A minimum GPA of 3.17 out of 4.0, or an equivalent grade such as Upper Second/Class 2.1. If your GPA is not on a 4.0 scale, you may need to use a conversion tool.
* A suitable academic background, with preference given to social science graduates. Applicants with bachelor's degrees in Natural Sciences or Engineering are not eligible.
* If you already hold a master's degree, the same GPA threshold applies to that qualification. Priority for scholarships is given to students who have not yet completed a master's degree.
* For IBEI tracks (CEU-IBEI, ISS-IBEI), your undergraduate degree must grant access to master's level studies in the country where it was issued.
* You must undertake physical study periods in two different countries, each worth at least 30 ECTS, and both countries must differ from your country of residence at the time of application or enrolment.
* Work experience is not mandatory but relevant experience is preferred.
* Previous recipients of an EMJM scholarship are not eligible for another, and you cannot combine this award with another EU-funded EMJM scholarship during enrolment.
Requirements
Applicants must submit the following documents:
* Academic transcripts and degree certificates, with official English translations if required. If you are still completing your first degree, an interim transcript and university confirmation of expected completion by August 15, 2027, are needed.
* A CV or resume (any format is accepted).
* A statement of purpose, no more than 500 words, detailing your motivation, research interests, relevant experience, career plans, and your chosen study track.
* Two recommendation letters, preferably including at least one academic reference. You will register your referees in the application form, and they will receive links to upload their letters within seven days of your submission.
* Proof of English language proficiency through one of the following tests:
* IELTS Academic: minimum score of 7.
* TOEFL iBT: minimum score of 95.
* PTE Academic: minimum score of 76.
* Duolingo: minimum score of 130.
* Cambridge C1 Advanced or C2 Proficiency.
* Test results are valid for two years (IELTS, TOEFL, PTE, Duolingo) or five years (Cambridge qualifications).
* English-language waivers are possible under specific citizenship and previous-study conditions; an English-medium degree alone does not automatically qualify you for a waiver. Refer to the official program FAQs for detailed waiver rules.
* Relevant master's-level academic records if you have undertaken postgraduate study.
How to apply

5. Ensure you indicate your interest in financial aid consideration within the funding section of the application form; there is no separate scholarship application.
6. Review your entire application thoroughly and submit it before the scholarship deadline.

Notes
The scholarship selection process is highly competitive, and an offer of admission does not automatically guarantee funding. It is crucial to confirm all application dates, deadlines, and time zones on the official admissions calendar provided by the program. Submitting your application early is recommended to allow time to resolve any potential upload issues. The official program website (mundusmapp.org) is the definitive source for all information regarding this scholarship and program.
