It is specifically designed for international students from low-income countries who, due to political, financial reasons, or lack of suitable educational facilities in their home countries, cannot pursue a degree there. This scholarship aims to provide outstanding students with the opportunity to study at one of the world's leading universities and develop their skills for future contributions to their home countries and globally.
Coverage
This is a fully funded scholarship. It covers full tuition fees, a grant for living costs for international students, and one return air ticket every year until the course is completed.
Eligibility
Applicants must be nationals of countries that receive official development assistance from the Development Assistance Committee (DAC) of the Organisation for Economic Co-operation and Development (OECD). Ethiopia is an eligible country. Applicants must demonstrate a strong academic background. Applicants must show a clear need for financial assistance. Preference may be given to applicants who have never been enrolled in an undergraduate program. Applicants should intend to return to their home country after completing their degree. Students who lack the ability to study an undergraduate degree in their own country will also be considered.
Requirements
A strong academic history is required. Demonstrated financial need is essential. Engagement in community services may be preferred. Applicants must first secure admission to an undergraduate program at the University of Oxford.

The application process is online. First, you must apply for admission to an undergraduate program at the University of Oxford via UCAS by the deadline (typically 15 October for the following academic year, e.g., 15 October 2025 for 2026 entry).
