This scholarship is the Japanese Government (MEXT) Scholarship offered through Asia Pacific University (APU) in Japan. It is available for international students pursuing Bachelor's, Master's, or PhD degree programs at APU. The scholarship aims to support outstanding international students and enhance international exchange in Japanese universities.
Coverage
For Master's and PhD degree programs, this is a fully-funded scholarship. It covers 100% of tuition fees through the APU Tuition Reduction Scholarship, provides a monthly stipend of 144,000 JPY for living expenses (subject to change), and includes economy class air travel between your home country and APU at the beginning and end of your program. For Bachelor's degree programs, the scholarship will not cover the full tuition fee.
Eligibility
To be eligible, you must:
- Intend to study abroad in Japan from overseas.
- Not have Japanese nationality and be a national of a country that has diplomatic relations with Japan (Ethiopian students are eligible).
- Be a national of a MEXT designated country.
- Be born on or after April 2, 1992 (this is an age limit).
- Have achieved a GPA of at least 2.30 on a 3.00 scale at your most recent university.
- Have an English proficiency test score equivalent to B2 or above on the Common European Framework of Reference for Languages (CEFR) scale (e.g., TOEFL iBT 72 or above, IELTS 5.5 or above). If you do not have an English test score, you may provide an English Proficiency Certificate from your previous university stating that your degree program was taught in English.
- Not be currently serving on active military duty or employed as civilian staff by the military.
- Generally, those who have previously received a Japanese Government (MEXT) Scholarship are ineligible, with exceptions for those with over three years of educational or work experience since the end of their scholarship, or former recipients of certain designated programs.
- Not receive any other scholarships (from the Japanese government, government-related organizations, or other sources) that have not been approved for concurrent acceptance.
Requirements
- An online application submitted through the APU system.
- Academic transcripts demonstrating a GPA of at least 2.30 on a 3.00 scale.
- Proof of English proficiency (TOEFL, IELTS, or English Proficiency Certificate from your university).
- For nationals of the Philippines, Vietnam, Indonesia, Nepal, Myanmar, and China, the Japan Pre-Entry Tuberculosis Screening (JPETS) will be required when applying for a Certificate of Eligibility (COE) to enter Japan (this requirement varies by nationality and starts from June 2025).
How to apply
1. Apply online through the Ritsumeikan Asia Pacific University (APU) Online Application System. You will need to create an account to start your application.
2. APU will then select eligible candidates from the applicants to recommend to the MEXT scholarship organization.
3. It is crucial to check the "2027 Graduate Application Handbook" (scheduled for publication in July 2026) and the specific MEXT application guidelines for further details.
4. If you wish to apply for JICA scholarships, you must first contact the JICA office in your home country for instructions.

Applications for 2026 enrollment have closed. Applications for 2027 enrollment will open on September 1, 2026. The scholarship conditions for 2027 may be subject to change, so always ensure to check the details on the official scholarship organization's website. English proficiency test scores for the MEXT University Recommendation scholarship must be from exams taken on or after March 15, 2025, to be considered valid. APU offers programs in media, business, engineering, and information technology, and students can pursue any course available at the university.
