Overview

The Helmut-Schmidt-Programme (Master’s Scholarships for Public Policy and Good Governance) supports future leaders from developing and emerging countries who wish to pursue master’s degrees in Germany to contribute to the social, political, and economic development of their home countries.

Coverage

The scholarship is fully funded, providing a monthly stipend of €992, health insurance, travel allowances, a study and research grant, potential rent subsidies, family allowances, and a mandatory German language course. Tuition fees are waived.

Eligibility

Ethiopian students are eligible as Ethiopia is on the DAC list of developing countries. Applicants must hold a bachelor’s degree (not older than six years) and demonstrate strong academic performance and relevant practical experience.

Requirements

Applicants must provide a Europass CV, motivation letter, degree certificates, transcripts, proof of practical experience (work, internships, or volunteering), English language proficiency proof, and a reference letter. Applicants must not have lived outside a DAC-listed country for more than 15 months.

How to apply

Applications must be submitted directly to the chosen participating master’s programs in Germany. Do not send applications to DAAD. You may apply to a maximum of two programs.

Notes

The application period typically runs from June 1 to July 31 annually. The program is specifically for disciplines related to public policy, law, economics, and social sciences.
