Overview

The Azerbaijan Government Scholarship, known as the "Heydar Aliyev" International Education Grant Program, is offered for the 2026-2027 academic year. It is announced by the Ministry of Foreign Affairs and the Ministry of Science and Education of Azerbaijan. Approximately 100 fully funded scholarships are available for international students pursuing Preparatory courses, Undergraduate, Graduate, Doctoral, and General Medicine/Medical residency programs at all universities in Azerbaijan. There is no application fee.

Coverage

This is a fully funded scholarship. It covers airfare tickets, full tuition fees, a monthly stipend for living expenses, accommodation, educational materials, medical insurance, visa costs, and registration fees.

Eligibility

The scholarship is open to all international nationals, except citizens of Azerbaijan or individuals whose Azerbaijani citizenship has been terminated. Age restrictions apply: applicants for undergraduate and general medicine programs must be below 35 years old; for graduate and medical residency programs, below 40 years old; and for doctoral programs, below 45 years old.

Requirements

Required documents include a completed nomination form, copies of diplomas and transcripts, a copy of a medical certificate, a copy of a valid passport, a CV or Resume, a motivation letter, and any local or international awards (if available).

How to apply

Direct applications are not accepted. Prospective applicants must await the official call for applications from their country's designated authorities (such as Ministries, Embassies, or Higher Education institutions). Documents should be submitted to these respective authorities. If nominated by their home country, candidates will then proceed to the second stage of the application process, which involves applying through the Study in Azerbaijan Centralized Admission Service (SIACAS).

Notes

The scholarship duration varies by program: Bachelor's (4-5 years), General Medicine (5-6 years), Master's (1.5-2 years), Medical Residency (2-5 years), and PhD (3 years). The scholarship is for study at all universities located in Azerbaijan.
